First of all, you should choose a cleaner that is specified for the type of your wheel. Some cleaners are quite acidic and can damage clear-coated or painted rims. To scrube the area between spokes, you can use a toothbrush. After cleaning rinse the rims and the wheel completely and just let them dry. If you accidentally let the cleaner dry on your rims, there is a chance that you'll get more stain. You can use cordless drill to polish your rim, just attach a small polish ball. Spread a little polish on the ball. After you're done, use microfiber to wipe away excess polish, you may need to dip it in mineral spirits first.
Aluminum is more abrasive and you can use it to remove more stubborn stains found inside the spokes. You may need to use buffing ball to clean the more stubborn stains. Also remove excess polish just like the way you do with the gentler polish. When using more abrasive polish, you should use larger polish ball or pad instead. Buff it for a few minutes. Use cloth dipped in minerak spirits to remove excess polish. By this time, your rims should be much cleaner.
